Demonstrate an understanding of the vision, purpose and strategy of the business and design and implement a relevant and commercial strategy. Build credibility by combining commercial and HR expertise to add value to the business.


  • Report to the Manager, Outstation HR Management in headquarter
  • Manage and implement HR related programs including but not limited to recruitment, performance management, compensation and benefits, payroll administration, training and development, and recommend changes to enhance effectiveness and drive employee engagement
  • Maintaining and up-to-date to draft the employ policies and postings in a clear and concise manner
  • Handle any complaints in relation to HR related matters and employee relations
  • Manage labor plan for group, assisting with the creation of annual labor budget and provide drafting recruiting-to-plan throughout the calendar year
  • Monitor talent acquisition with effective use of direct labor hiring process and temporary labor supply management
  • Enhance talent development, utilize leadership and employee skills development and performance management process to achieve talent base required
  • Organize and manage training assessments and training program implementations as requested
  • Manage employee relations in a professional manner which promotes respect and in accordance with local laws.
  • Manage projects as requested by clarifying objectives, developing efficient timelines, communicating project status, analyzing cost issues, and completing projects within budget and specifications
  • Development and implement compensation and benefits related guidelines locally, comply with both Federal and State requirements as well as laws and regulations maintain our competitiveness against the market
  • Ensure legal compliance by monitoring and implementing human resource in accordance with both Federal and State requirements.
  • Proactively provide legislative updates and recommended changes of policies and guidelines to the headquarters
  • Coordinate performance management and appraisals process locally
  • Update job knowledge and skills by participating in educational opportunities, reading professional publications, and participating in professional organizations and promote employees to take advantage of available programs
  • Ensure and monitor administration of the employees benefits accurately and timely in accordance with both Federal and States laws from time to time
  • Support planning and execution of employee events and activities which improve morale and maintain positive culture
  • Performs other tasks as assigned


  • Bachelor’s Degree
  • At least 5 years of experience in HR management gained in sizable organization, experience from airlines or aviation experience are highly preferred
  • Experience implementing performance management policies and/or resolving employee disputes
  • Demonstrated ability to promote a strong focus-on-safety/develop-people culture
  • Excellent verbal communication skills and ability to influence people
  • Strong writing skills, including the ability to create and follow formatting, and achieve consistency in communication style
  • Ability to establish and maintain relationships inside and outside the organization at all levels
  • Proficiency in MS Office, especially Word, PowerPoint and Excel
  • Mature, responsible, independent with positive and proactive attitude
  • Strong sense of responsibility, able to work independently with strong ownership
