Responsibilities
Ensure the operations are conducted in compliance with HKCAD AOC and IOSA requirements, other regulations, applicable standards and industry best practices
Conduct audits, inspections and monitoring activities and report deficiencies, safety / security hazards, non-compliances with laws, regulations, applicable standards and company expectation
Establish and implement quality systems and quality assurance processes across all operational departments having direct operational safety and quality deliverables to meet the requirements of HKCAD
Coordination and management of the IOSA program, Quality Assurance (QA) program
Ensuring authorities and responsibilities are delegated and assigned for the management and supervision of specific areas of the organization relevant to the flight operations management system
Develop and execute the operational yearly audit plan
Promote personnel awareness on QMS in all levels of the organization and, if required, external service providers
Monitor compliance with, and the adequacy of, procedures required to ensure safety operational practice
Utilize process mapping and other QMS methodologies to enhance existing operational processes, procedures and practices aiming for continuous improvement of the organization and inter-related business activities
Responsible for the performance of the quality assurance program
Administer and manage the implementation of the company QA database (AQD)
Conduct regular on-board flight inspections and on-site outstation observations
Monitor corrective actions on Quality and Safety trends
Audit and monitor the effectiveness of the company SMS
Process map new procedures and enhance existing operational procedures to ensure strict compliance with established QA procedures and standards
Establish key QA KPI’s with all operational departments and ensure their continue effectiveness and conformance
Requirements
University degree in related discipline
Minimum 10 years relevant aviation experience with 5 years of management experience in a similar role
Formal training in Aviation Quality Assurance is essential
Experience as a lead auditor is an advantage
Experience in conducting an EIOSA or ISAGO programme is an advantage
Practical knowledge and experience with safety and quality databases is an advantage
Excellent interpersonal, communication and leadership skills with the ability to liaise effectively at all levels within the airline and with the regulatory authority
Excellent command of spoken and written English
Proficient with Microsoft Office Excel, Word and PowerPoint
